Horner & Shifrin, Inc. ("Horner & Shifrin"), a full-service engineering firm, has acquired O'Neill & Company ("O'Neill"), a Salt Lake City-based transportation engineering consulting firm. PSMJ initiated the transaction and advised Horner & Shifrin.
The acquisition marks Horner & Shifrin's expansion into the western United States, establishing its first office in the region while further strengthening the firm's transportation practice. Together, the firms bring complementary expertise in transportation planning, traffic engineering, roadway design, and intelligent transportation systems, enhancing their ability to serve state and local agencies across the Midwest, South, and West. The acquisition reflects Horner & Shifrin's long-term strategy of expanding into high-growth markets through the addition of established teams with complementary expertise and strong client relationships.
O'Neill & Company specializes in traffic engineering, transportation planning, traffic signal design, intelligent transportation systems (ITS), roadway lighting, and signal timing. Since its founding, the firm has designed more than 400 traffic signals across Utah and has built a reputation for delivering practical transportation solutions. The entire O'Neill team will join Horner & Shifrin, with founder Carrie O'Neill continuing to lead the Salt Lake City office.
